OK, the friend needs an agent. An agent will help your friend get published.
First your friend needs a clean copy, edited for spelling and punctuation to submit to the agent. The manuscript will have to be done in accepted form, usually double spaced throughout The agent will probably have him do a cover letter and a three page synopsis to send to a publisher.
After that it is up to the publisher. Expect a lot of rejections. Best sellers are sometimes rejected dozens of times before a publisher will say, "we will try it."
Best try a small publishing company. They have more time to devote to a new author.
Buy him a copy of Writers Market 2007 and help him read it and learn about the publishing business. Also, go to Resolved Questions and search publishers and publishing. You can print out hundreds of answers that will help him. Pax - CPublishing companies?
Unless you have an agent, you will have to find a publisher that actually takes in manuscripts, and normally, good publishers don't do that.
There are two types of publishing, traditional and self-publishing. If you choose to go with self-pubbing, I would recommend http://www.lulu.com as a great site. They don't pretend to be anything they are not, and have excellent service. All the decisions will be in your hands. However, going with a company like this is a difficult road and it is not considered a publishing credential if you look to go traditional down the road. As far as novels go, different publishers specialize in different things, and fiction is a broad world. You have to try and sell your material to companies that produce similar works (ie, don't try and sell a fantasy novel to a romance publisher). So do your homework. Take a look at the most recent "Writer's Market"... or even better, try the "Guide to Literary Agents".
I absolutely suggest getting an agent instead of approaching publishers directly. I'm assuming you are not a contract attorney, so you will need someone to look over any offers and to guide you through the publishing world.
No publisher or agent should charge you any money up front! That is the sign of a scam! They make money by selling your book. Agents work on a commission (generally 15% of the amount of money the publishers pay you).
Make sure that you follow their exact submission specifications. You will not be sending your novel unsolicited-- you will begin with a query letter. If you send the whole novel, it will be dumped in the recycling bin without being read.

I agree that there are some unscrupulous companies and individuals in the marketplace at present. The revolution of self-publishing has led to an increase in companies wanting up-front payments for publishing books and other related services.
Confessing my professional interest at this stage, I currently own a small independent publisher and the ethos of the company is more aligned with wanting quality works to be published rather than to make a killing financially. I've seen numerous publishers bringing titles to market which were not fit for publication and which probably cost the wannabe author quite a bit of money.
Show the manuscript to a variety of publishers and see what offers it attracts. If it's good, then you should receive a number of offers to evaluate. Also, work out how much work you are wanting to do yourself to keep costs to a minimum.
