Publishers don't care how old you are; they care if you've written something they can sell. They also care about legalities, and one of those legalities is having adults sign contracts. There are no publishing companies which _do_ require you to be over the age of 18. There aren't age categories in publishing. They don't care how old you are.
However, all of them will require a legal adult to sign any contract. No, there aren't any publishers who will flout the law by ignoring this. Children can't sign legally binding contracts.
Not specifically, no. Since publishers won't make any allowances for you if you're under 18, you're expected to compete with adults when it comes to getting your book published, there are no companies that are for under-18s. Plus, since you have to be an adult to sign any sort of contract, such a company couldn't exist. The law doesn't make exceptions like that.
