Publishers aren't going to care about how old you are, it's how well your work will sell that's important. Though as a minor you will need your parents to sign any contacts for you. If you want to be published, especially by one of the bigger houses, then you'll likely need a literary agent. Publishers care about potential profit. It's extremely, and I mean *extremely*, rare for even a talented and dedicated young author to produce a work which is marketable, largely because they haven't been around long enough to read widely and because their life experience is limited by their age.
So while it *could* happen--maybe you're S.E. Hinton--it's not likely. And if it does, you cannot enter into a publishing (or agent's) contract when you are a minor. A parent would have to sign, accepting full legal responsibility for whatever happens.
