If you are self-publishing, you are the publisher and responsible for your own marketing. Even if you are traditionally published you would still be responsible for your own marketing.
To find the right company to self-publish with, you need to look at several factors.
1. What type of book are you publishing? (i.e. novel, children's book, etc.) There are some companies that are better than others. If your book is one that needs to be printed in color, you'll want a POD company that can provide a better price and a book size that qualifies for distribution. For example, it is less expensive to print in color via Createspace vs. Lulu. If you're printing on black and white, most PODs are competitive.
2. Distribution. This is a key factor in the publishing process, making sure that you have options for distribution to Amazon, Barnes %26amp; Noble, as well as eBook channels such as Kindle, Nook, Mobi, etc. When you go print-on-demand, by having an ISBN (International Standard Book Number) for your book (the little bar code on the back of the book) that will get you into virtually all bookstore databases and your book will be carried in online stores. It will also be available if you walk into a Barnes %26amp; Noble or Indie bookstore, if you give them your ISBN, they will be able to order the book.
3. Does the self-publishing outlet provide a book return policy? This is an extremely important question to ask. If you are going to try to get your book placed in the bookstores, you will need to be able to offer a return policy, as bookstores require that. If the books are not purchased, they will return them at the end of the year. This is an industry standard and brick and mortar stores will not buy without this option. Lulu and Createspace do not offer this option. Infinity Publishing does offer this option for authors, at no additional charge. There are other POD companies that offer it, but you have to pay $1K and up for this service.
4. How much help are you looking for throughout the publishing process? There is a lot that goes into publishing a book, editing, formatting, cover design, distribution, ePub conversion, bookstore pitching, marketing plan, and more. I do recommend that you use a publishing consultant to help you find the right publishing option and resources for you.
Do your research and find the right fit for your title. Infinity Publishing and Xlibris, both offer free consultations so you may want to give them a call. They will ultimately have someone assigned to work along with you throughout the process.

From what I remember it's pretty much up to you. But with the internet now it probably changed. Published writing is a buisiness.
