If you pay a fee for anyone to read your book -- if you pay a fee to anyone at all, for any reason -- you are being scammed. (That's called "Yog's Law.")
Are you talking about short stories or novels?
Are you talking about fiction or non-fiction?
Is there a special reason you're looking for a Canadian publisher?
Is there a special reason you're trying to avoid agents?
If it's because you're afraid your book isn't good enough ... make your book good enough.
As to finding good publishers, go into a bookstore. Find books already on the shelves that are similar to yours. Get those publishers' guidelines, and follow them to the letter.
If they say that they don't read unagented manuscripts, get an agent. Find the agents who represented those books you found in the bookstore, get their guidelines, and follow those guidelines to the letter.

Read Writers Market 2011 they list all of the publishing houses, what they are looking for, where they are ect. It is a writers bible.
