Most publishing companies are always accepting entries, it's how they make money. BUT most of them don't accept from individuals, you have an submit through an agent. Writers Digest is a magazine that publishes a big list of agents, the type of submissions they are looking for, and how/where to send your submission. The job of your agent is to find you a publisher for a percentage of what you get offered. If you want to do it without an agent, try going to some smaller publishers websites and see what their submission guidelines are:
