I don't think publishing companies demand any sort of qualifications; while qualifications in things such as English language might be desirable, there's no hard and fast rules about what makes you a good person to be an editor.

probably start with Journalism degree, and then work your way up a ladder of some sort probably a magazine or newspaper,
