Actually, KK, it is legal in the US to publish only works by women, as women are considered a minority class in the business world. There are special loan programs for women business owners. Whether or not they can be challenged to accept male authors would depand largely on their mission statement and if the man can prove he has no other opportunities available to him.What are some Publishing companies that publish only Women's books?

In the U.S., likely few or none considering the discrimination lawsuits that would ensue. In other countries, no idea.
Why not look into "The Writer's Market" to see what publishers are well-known for accepting manuscripts written by women? We can't do the legwork for you. And for the record, "publishing" and "women's" does not need to be capitalized.
