We can't answer that question because we have NO knowledge of what your manuscript is about. Different publishers specialize in different things, and fiction is a broad word. Even within the header of "children's books" there are so many different types of books.



So do your own homework. Take a look at the most recent "Writer's Market"... or even better, try the "Guide to Literary Agents".



I absolutely suggest getting an agent instead of approaching publishers directly. I'm assuming you are not a contract attorney, so you will need someone to look over any offers and to guide you through the publishing world.



Also, you will not be seding your manuscript to agents unsolicited! Send them a query letter and see if they ask to see a partial, then a full. If you send the whole thing, it will just get you a form rejection letter. Research each agent's specific submission guidelines and follow their rules!

All the websites and book recommendations in the world are nice, but my real advice is this-- you have to write the book first. No agent or publisher is going to consider an unfinished manuscript from an unproven writer. You have to have it done, and you have to have editted it to the best of your ability.



You will face a lot of rejection, but if you really want this then keep at it! Work hard, and good luck!

Buy Writers Market. It has all the info on publishers and guidelines you will need. Or you can check a link in my source for minor publishers which are less respectable (and some will publish only in e-book format), but are easier to publish with. HOWEVER. First you should write your book. Then talk to the publishers.
Go to Resolved Questions here and type key words publishing Childrens book and you will get all the info you need. There are literally hundreds of identical questions. At the moment, hardly any agents or publishers read childrens book submissions. The market is glutted. You can read all about it if you skim through the other answers. Go to the public library and read Writers Digest and Writers Market. They will tell you who is interested in buying from an unknown author and how you should submit your book. Be aware you should NOT do your own art as they usually pick an experienced artist with a new author.



Submit ONLY to those interested in the format they ask.
Write the book first.
