there is no special publishing house. you send your manuscript in like anyone else. getting published young isnt a good idea everyone thinks they can do it young, but people just lack the perspective at that age. anyone can writer a novel but it really takes talent to get it published. you dont hire an agent, the agent hires you, ok? and chances are a publishing house wont even look at you without an agent, unless your like jk rowling. you need an agent, sorry if you dont like the answer thats just how it is. thats how publishers filter out the serious mature writers from the 15 year olds. there are teens who get published and they dont do good, the only thing they have to show for it is that they get to have embarrassing peices of work out there when they are adults.
